Atty. Enrique Antonio J. Esquivel III is currently Assistant Secretary for Aviation and Airports at the Philippine Department of Transportation (DOTr). He was appointed in September 2022.
He holds a Master of Laws in International Trade and Business Law from Fordham School of Law in New York and a Juris Doctor from Ateneo de Manila School of Law in Manila. He is admitted to the practice of law in the Philippines and the State of New York.
Mr. Esquivel has extensive, real-world experience in various commercial and legal aspects of the international aviation industry; experience gained over a twenty-one-year career with Philippine Airlines (PAL). His first assignment in PAL involved the 1999 buy-out by Lufthansa Technik AG of the airline’s maintenance and engineering facilities. Over the course of the ensuing two decades, Mr. Esquivel served as PAL’s primary legal adviser in respect of the airline’s arrangements with suppliers, service providers, and financial institutions worldwide for the maintenance, repair, and overhaul of aircraft, engines, and spare parts; provision of ground handling, inflight catering, and aviation fuel supply; and hedging/derivatives.
As Assistant Secretary for Aviation and Airports, Mr. Esquivel’s work primarily focuses on the policy regulation of the commercial and economic aspects of the Philippine aviation sector.
